Honestly it's not going to be super cheap. I'm thinking your best bet is probably to use an HDMI FMC adapter on an FPGA board with an FMC connector. So, for example https://ebay.io/m/HGizOX on https://ebay.io/m/3YnZCp would probably be a good option. Yes this is around $500. But that's probably close to the cheapest option, if you need 4K 60 and 2K 120. Also, you can certainly get just the FPGA board now and add the FMC later.
