Not really, no. There are hydrocortisone shampoos out there, but I haven't personally tried any in ages. I use the creams and lotions for my face and neck. (EDIT: you technically can but it's a messy, cumbersome process.) I presently use a combination of Head & Shoulders Clinical Strength (1% Selenium Sulfide) shampoo and Maple Holistics Tea Tree conditioner. The shampoo has helped control my scalp for about 5 years now and the conditioner recovered my dry hair and controls the small flakes. I've only been using that for about 2.5 months. You could also look into Nizoral with 1% ketoconazole (temporarily helped me many years ago) or 2% salicylic acid (mixed results for me). I think Nizoral also has a 1% hydrocortisone shampoo or treatment you can try. I stand by that brand. (EDIT2: Hair Sanity, brand I've never tried, does have a shampoo with hydrocortisone. Might be worth a shot.) Whatever you use will undoubtedly wreck your hair. Make sure you get a decent pH balancing conditioner with minimal sulfides (partly to prevent overlap, partly to reduce damaging chemicals).
