You should have already removed them during the low-wind seasons to encourage that root development. You can always add the stakes back ahead of the windy season. But, again, if you install them correctly, with the right amount of tolerance, you actually want the tree moving around in the intense wind! Of course put the posts in line with the prevailing winds if you only have two. I've started my few trees from seed so as to maintain an intact taproot and to obviate all of these struggles.
