Heroscape is one of the best beginner war game style games I know of, it can be fairly expensive (like any miniatures game honestly) but you can start as low as $36 and at most, to start out with, spend $105 and have a good amount of starting scenarios and different figures Edit: There are more "sold separately" figs that can be bought, however those aren't required and just add more variety. The figs are also decent for use in other ttrpgs.
