you can buy hardware and install some software to get CEC working on a windows machine/mini pc: https://www.amazon.com/Pulse-Eight-na-USB-HDMI-CEC-Adapter/dp/B005JU6LWM Though, its not very cheap. but still cheaper than Steam PC.
