I agree with the others that it's suckers coming up off roots. I had same thing here, but it was right next to my shed. It was like the prior owner had cut down a tree and put in the shed. I tried to cut it back, but new growth came back. I bought RM43 concentrate and a spray bottle. I used cardboard around it so the RM43 would not blow to where I wanted grass to grow, and sprayed the new growth and I sprayed about a foot around all 4 sides of the shed. I have dogs so I liked that it is rainfast in two hours and there are no restrictions to sprayed areas for pets or people after the spray has dried. It's 43% glyphosate. They also make a RM18 that is 18%. Because I see in the photo, this is next to the street, I'd recommend using the RM43. Be careful to shield it.
