What kind of tree? Looks like it could be planted too deep, soil should be same level as it was in the pot. How are you watering? Spraying the ground for a few minutes isn't going to cut it, you need to deep water it. Put a hose at the base on a slow dribble for an hour. Put a ring of soil 12" from the trunk if the water runs off, you need it to get into the soil. These tree watering bags are good for slow watering https://a.co/d/05TpbLvQ. Those rocks get hot and damage roots, put mulch around the base of tree.
