It is very hard to see due to how thin the wires are. I would double check them. That is the vibration sensor. If one of those small wires broke it would make sense it would be stuck in either an open or closed state. You might be able to repair it with some thicker gauge wire and solder it to the small wire to make it beefier. That one solder joint has 2 wires through it but can only see 1 in the image. Either whoever soldered it broke the first one and resoldered another one or both legs were soldered there. I don't think that's how the PCB was intended to be soldered. It should be one of each leg through the 2 solder joints. That's why there is a through hole immediately below the leg on the right. It's too small to see if there is actually a wire going to that 2nd joint, like I suspect it should. Seeing someone design such a delicate component into a toy that is intended to be continually impacted by a cat, without even hot glue as a cheap securing method, is not a mistake. That's a deliberate design and manufacturing decision. If you to manage to fix it... hot glue that thing in place to help improve impact resistance. The sensor will still work as intended but it won't put so much force on those tiny wires. The bad thing about using hot glue is if you ever need to repair it again it will likely break the wires removing the hot glue. If necessary you can try to replace it with another sensor.
