The loudest fans also tend to be the most powerful fans. I'm gonna limit myself to just consumer-grade fans but it can definitely get louder if you go industrial. The Vornado Model 80/80X is the best consumer box fan on the market today and at the highest speeds is definitely loud. You kinda have to yell to carry a conversation by it kinda thing. Is it bad? No, absolutely not. Best purchase I ever made. But if you want a loud fan, here you go. Not cheap either but that's because its great quality, replaceable parts, easily cleanable, not stuff you get out of a typical cheapo box fan. As for pedestal fans (which you called a standing fan), I have one of the most powerful ones on the market, made by Lasko. Unfortunately its a discontinued model but they do make a VERY similar version and its sold at Target: https://www.target.com/p/lasko-18-34-stand-oscillating-fan-black/-/A-81411292 its CFM rating is over 2,000. My fan, the S18440, has a CFM rating of 2,100, however it also has less features. The fan I linked though is the S18612 and has a CFM rating of 2,035 and has more features. In terms of noise, it is definitely a noticeably louder pedestal fan at the highest speed than a typical Lasko pedestal fan, it may not be loud enough but maybe it is. You can explore it. The final option I have, is a fan I don't personally own however if I need a pedestal fan in the future, this is gonna be the one I buy. https://www.amazon.com/dp/B08ZRT97JM This fan is rated at 3,600 CFM, which is more powerful than the Vornado box fan which is around 3,100 CFM. That fan is loud, so I highly suspect this fan would be louder if not just as loud. Now again, I don't own this fan personally so I can't speak to its performance or anything but I have heard very good things about Pelonis so I think if you went with this, it'd be a good choice.
