If your rue bush is in a pot, I would put it in a habitat (at least 3 sizes available on Amazon and other retailers). I grow parsley and cilantro for my Swallowtails. Both plants are universal host plants for Swallowtails. The caterpillars eat the parsley and cilantro leaves and grow quite large. If you are unable to move the plant into a safe environment, you could put some nylon mesh over the plant to keep the birds out. The mesh is available everywhere. If you can't find it, please message me. Also, if you are going to protect your caterpillars either with a net, or a habitat, they will need something to eat once they hatch. Lantana is the go-to flowering plant; the blooms are FULL of nectar. Most garden centers have them.
