Yes, there was a movement called the Freikörperkultur (FKK) that promoted nude activities as healthy and natural. It started in the 19th century as part of a larger anti-industrialism movement, and one selling point was that nudism removed signs of class distinctions. It's less prominent than it used to be, but still noticeable compared to other countries in Europe. My German ex-boyfriend told me stories about going on multi-day kayaking trips completely nude and he actually didn't own a swimsuit at all until I literally forced him ahead of a trip to Croatia.
