I mean it's hard to answer your question without knowing what devices you have. Do you have an iPad? Nintendo Switch? PS4? If your crappy computer monitor and phone are the only displays you have, then they're the only displays you have. Don't know what kinda answer you're expecting. You can get a decent 100hz 1080p monitor for less than $100. You can find even cheaper on Facebook marketplace. Sounds like that's the best solution to your problem.
