Do you wash your face when showering? Do you wash and disinfect the brush after each use? Have you tried switching shaving creams? Do you exfoliate? My best guess is that brush you use just before shaving deposits bacteria onto your skin and enters the skin where you shave. It could also be that the shaving cream you use doesn’t agree with your skin, try a different one. If you don’t wash your face well before shaving that could also be an explanation. Exfoliation is also important for shave prep! Either use a chemical exfoliator (best to patch test first and do not use daily) or a physical exfoliator like an exfoliating mitt (wash exfoliator after each use), exfoliate no more than 3 times a week. It’s ok to use razors more than once if you have to, but disinfect them using rubbing alcohol and air dry them before and after each use. Lastly, I highly recommend this product called Tend Skin as an aftershave product, it works well for me. Use as directed, it should never be applied directly to the skin, use a clean cotton pad.
