Have you tried scat mats? They're cheap and near invisible, and animals won't walk on them. I used them two rows wide (so they couldn't just stretch across to munch) for a couple years running and it "taught" our deer to avoid the garden for the most part. It even keeps the rabbits and raccoons out. It's not super cheap, but it's definitely cheaper than fencing, and also less visible. You can walk on it yourself with shoes if needed.
