Like most definitions, it's hard to really pin down precisely. I would not describe this USB C car charger as a cable. But it's certainly in the middle of a cable. The cables aren't removable. Would you agree that this charger isn't a cable? The two examples you gave also wouldn't fit the definition of "cable" because they only have one connector total.
