I would check the fork tube bolts on the top of the forks. If the tubes are loose, the front wheel will wobble around. BTW, your front wheel bearings are over tightened. The front wheel should spin much more freely. If you run the bearings over tightened, then the extra side loading will cause the bearings to fail. It is a common mistake. My guess is that there is no internal spacer between the wheel bearings, so loosening the front axle would help. If you remove the front wheel axle, there should be a tube inside the hub between the bearings. If there isn't a spacer between the bearings, then best solution is to add one. Then you can tighten the front axle down without any side loading. Pull one of the bearings and add a washer.
