Get a board like this https://www.amazon.com/ALINX-XILINX-XC7A200T-Development-Ethernet/dp/B07V3JR72Y, i've seen some not by alinx that sell roughly 400$. Has two hdmi ports input and output and two sfp ports. now make your gpi, hdmi requires lisencing and maybe even payment not sure how you can go around that. But if you can get your gpu to actually work here you can start small then get even more powerfull chip to hold your designs
