I have 20ft high open railings overlooking my living room. I ended up cutting boards the exact length and width of the railing and carpeting them. I then 3d printed feet the grab the railing and hold them in place. I have 12 cats and haven't had an issue in years knock on wood. Their nails grip right in and it works perfect. Amazon also sells rolled low pile carpet with adhesive on the back. I've used this on toys and the edges of my couches.
