The official blasters are the USB blaster and USB blaster ii. The programming pins on the board are TMS, TDI, TCK, TDO, GND, +3.3V. Which I assumed where Serial, In, clock, out, ground and 3.3V. These are just the standard JTAG interface signals. But you need a JTAG wiggler that knows how to configure a MAX V CPLD, and is ideally compatible with the quartus programmer tool.
