There are so many different enclosures, different chips, etc. there is no way to know without just trying different things. I have found enclosures sensitive to USB cable length, or maybe just the cable itself. Maybe start with a different, short (1 foot or less) USB cable if you have not already tried that. A powered enclosure has a good chance of working as long as the cable isn't bad. Edit: I have this https://www.amazon.com/dp/B00Z9X4GLW powering a number of external 3.5" enclosures through a splitter cable, if you don't want a nest of wall transformers.
