Putting him on your chest totally counts! & if you’re waking around with him and he’s holding his head up! My baby doesn’t like tummy time on a flat surface so I bought him this pillow on Amazon & he’s been doing full head and neck lifts! We’ve been doing it small times throughout the day. My pediatrician said the goal isn’t to make him mad, so if he starts crying I move him & then just try again later! Gradually will start putting him on flat surfaces!
