Can you try a booster seat with a lap buckle? My son stopped using his highchair around the same time, so we use a booster seat during meals so that he can't get up and run around in between bites. For snack times, he usually just sits in the regular dining room chair since snacks are quick. Some people use toddler towers, but we can't use that because my son tries climbing out. This is the booster seat we have. You can bring it outside of the house if you need to, as well.
