Tad bit overbudget, but this has a 270K Plus for the CPU which is a bit cheaper than the 7800X3D and it's not too far behind in gaming performance, but is way better than the 7800X3D when it comes to productivity performance. I picked an air cooler because in addition to being cheaper than an AIO, it's also better for noise management. I would also advise getting a contact frame since the newer Intel CPUs are prone to bending over time and a contact frame prevents that. And then for the GPU, because you're streaming, recording and editing, Nvidia is definitely the way to go so I put a 5070 Ti in the list.
