Offloading the apps actually clears up the System Data portion. Mine use only 1-2GB system data. Before using that and disabling automatic updates/downloads, system data was using 10-14GB. As for the 32Gb the only thing you can do is buy a small lightning to microsd adapter and you can store images, videos, documents etc on it and access those with most apps. For $7 these work pretty good. I have a 500GB microsd that I use for videos, pdfs, images etc. VLC can play videos directly from it: https://a.co/d/0h4pkwCs

Disable automatic updates/downloads and enabled ‘offload unused apps’. Then reboot the iPad and it should clean up in a day or so. Also look at other apps you have like YouTube. Sometimes they can get bloated and you need to delete the app and re-install. If you still don’t have enough space then backup the iPad, erase all content and settings and restore. You can also get lightning thumb drives or a lightning to microsd adapter. Then can copy files on to the drive to offload from the iPad.
