They do make tank tops with these little shelf bras that are really light but do the job I don't know if that would work for you. I also do a ton of gardening and recently got a hat on Amazon that has built in solar powered fans on at the brim. It looks ridiculous but when I flip it backwards so that the fans are in the back it keeps the sun off of my head and shoulders and the fans Point towards the back of my neck and that actually feels pretty good. I've also seen some gel ice packs that are shaped to go underneath a baseball cap to keep you cool I was thinking of getting some of those too.
