Yes, you mount the comb to your cheek. This minimizes the error in placement between the stock and your dominant eye. This leads to consistency. See Rollin Oswald’s book, the Stock Fitter’s Bible: https://a.co/d/0guNx1hwAnd/or read this review of the book by Randy Wakeman: https://www.shotgunworld.com/threads/stock-fitters-bible-by-rollin-oswald-review.529938/ For longer necked shooters (like me) your head slides forward as you bring the comb towards your cheek. How far forward is based on practicing with the gun unloaded, raising the comb to your cheek while in front of a mirror. If this feels too uncomfortable, you could consider adding a Jones Stock Adjuster: https://100straight-com.3dcartstores.com/jones-stock-adjuster.html which would allow you to keep your head in a more natural location. As someone else mentioned above, there are lots of videos on this topic on YouTube.
