Every few Arcs the Bounties go up, Luffy got his first at 30 million, and has gone up multiple times to the point currently it's at 3 Billion. Other gift ideas are like one piece has a pretty popular Trading Card Game. So buying a few packs of those and seeing if theres any cool cards just to collect might be worth while or buy two decks and play with him. As for other Merch, pirate flags aren't that expensive. Or just a hoodie/ t shirt of the Jolly Roger. There's dozens of them.
