This is based on the wrong facts. In fact movie posters were very distinct form DVD and bluray covers. Theatre posters created intrigue and were often mysterious or evocative. When they were released to video stories it was most often just the heads of the actors. They were designed to appeal to the casual movie fan wandering aisles and going "Oh I like Tom Cruise movies." and were not seen as creative compared to movie posters. Not every one of course, but much more times than you may think.
