Eh potentially, maybe. You can shock yourself with it or break something not meant to take a 1 kv pulse https://a.co/d/05QUahu7 Klein ... it was $105 when I bought it 4 years ago, RIP affordability. Doesn't guarantee it, but is a good check. Especially using 1KV to I've seen them used to isolate bad/damaged wiring legs. Weather, vibration, UV exposure, etc. can all cause unique problems on a unique timescale.
