You create the storage locations, and you can create grid storage locations (e.g. these boxes I use from Amazon) and bin storage locations (e.g. these bins I use from Dollartree) or the larger Sterilite 6 quart boxes. Heck, if you have drawers, you can just make each drawer its own storage location and lump all your fabric in it.
