You could serge the edges or not, but what I wouldn't do is fold under twice. That will create too much bulk. Use a twin needle to make a fake cover stitch. If you want to get fancy, put wooly nylon thread in the bobbin. I also like to use this stuff to glue the hem up before I sew. It gives it a little extra weight so it doesn't stretch out as much when you sew.
