I have a big plastic tray at the bottom (Mainly for falling water) where I put my most adult plants that take up space. Then the first shelf is about 3' up. The light hangs directly under that shelf. Then on top of that shelf I put my middle growth plants. These plants have been potted up from the seed start trays, but not yet big enough to be potted up into their full size pots and moved to the bottom. or plants that do not grow over 18" tall. The second shelf is about 20" above and the grow light hangs directly under it. Then on top of that second shelf, is where I put the seed start trays and all plants under 12" tall. Then there is the third shelf at the very top with a grow light hanging directly under it. I use the very top shelf to store all the empty pots and trays, tools, fertilizers, etc. tool shelf. I target indeterminate varieties, which allow me to usually have 1 tomato plant and 1 zuchini always fruiting. Giving me like 1 veggie to each every few days or at least once a week. I also can keep green onions, lettuces, herbs growing at all times. I havent had ANY luck with fruit. I have tried a blueberry bush, failed. I have tried raspberries and failed. Edit: Also for others finding this on google later. The cost to run lights and buy fertalizer is far more expensive than just buying the food it produces. This is a hobby for fun, not a cost saving measure.
