that is a scam homie. 1660ti system in the US go for $400 $700 in used market is a rtx 3070 or 3070ti or 6700xt or 6750xt gaming system. https://www.walmart.com/ip/ABS-Flux-II-Aqua-Gaming-PC-Windows-11-Intel-Core-5-120-Intel-Arc-A580-16GB-DDR4-1TB-ABSWMT120A580/18073052709 brand new pc for $700. a used 3070 system is better though.
$700 is buy a used system. or wait for a sale. best time is nov and dec every year i can only think of 1 new system that is decent for $700 https://www.walmart.com/ip/ABS-Flux-II-Aqua-Gaming-PC-Windows-11-Intel-Core-5-120-Intel-Arc-A580-16GB-DDR4-1TB-ABSWMT120A580/18073052709 $700
the best options for gaming pc are NOV or DEC or used in your budget. if it has to be new and now not many options https://www.walmart.com/ip/ABS-Flux-II-Aqua-Gaming-PC-Windows-11-Intel-Core-5-120-Intel-Arc-A580-16GB-DDR4-1TB-ABSWMT120A580/18073052709 $700 entry level gaming pc.
you would need to wait for a sale or shop used system with 3060ti 3070, rx6600 6600xt 6650xt 6700xt https://www.walmart.com/ip/ABS-Flux-II-Aqua-Gaming-PC-Windows-11-Intel-Core-5-120-Intel-Arc-A580-16GB-DDR4-1TB-ABSWMT120A580/18073052709 cheapest new system i know of. $700 intel a580 gpu
This one is pretty good for $700 https://www.walmart.com/ip/18073052709?sid=E563CD30-8060-4560-91DF-138CB0D17F00 You can probably get better if you buy used though
Don’t buy this. It’s awful for the price. I wouldn’t pay more than $150 for this PC. If you’re willing to save up a little more money, the $800-$900 range is where you can really start to get bang for your buck in this current parts economy. Prices are also starting to slightly lower, so I would highly recommend just waiting and saving your money for a few more weeks. With that being said, if you absolutely have to get a PC in the next few days, this one is $50 more and has way more recent parts. https://www.walmart.com/ip/18073052709?sid=8A154B5D-5AF4-4AA5-93BE-3444F2B1C430

with your budget and no sales right now best to look for a used gaming pc gpu matters the most so start there. rtx 2070 2070super, 2080 2080super, rtx 3060 rtx 3060ti rtx 3070 rtx 3070ti, higher number is better if you find a system with one of those gpu in budget see if it has at least a modern 6 core cpu i5 9400, i7 9700, i5 10400f, i7 10700, i5 11400, i7 11700, i5 12400f, i7 12700 or amd 3600 3800 5500 5600 5700 5800. again higher numbers are better. ideally 32gb ram but 2x8gb for 16gb could get u started 1tb ssd https://www.walmart.com/ip/ABS-Flux-II-Aqua-Gaming-PC-Windows-11-Intel-Core-5-120-Intel-Arc-A580-16GB-DDR4-1TB-ABSWMT120A580/18073052709 cheapest new pc that can game . but a used pc of similar price will out perform it pretty easy
