He's playing with you. This is typical kitten behavior. They bite and scratch everything. They especially get like this when they are the only cat or kitten in the house. Vets call it single kitten syndrome. If he doesn't have another cat friend in the house, I recommend getting him one. Also, this toy is amazing for kittens or cats who bite while playing!
