A Mini PC like the Geekom A7 Max has integrated graphics that is not comparable to a dedicated video card, but it suitable for light games like those you've mentioned. And it comes with a VESA mount that works with any TV (assuming that you are not already using the VESA mount to mount it to the wall). There are models with more RAM, but it is unlikely that any game will require it. Refurbished office PCs are cheaper, but are likely to have much less graphics power.
