Even for a small hoop skirt like this- you're going to want to use spring steel boning. Plastic is too flimsy and will break your heart every time. The only time I've ever had any luck with using plastic was by using heavy duty zip ties for pocket hoops under a super light silk skirt. You'll need a good pair of serrated tin snips for the steel and to tip the ends with a bit of silicon tape, plasti dip, or boning caps applied to keep the corners from snagging your fabric too badly. The bottom most link is a great tutorial from Farthingales on how to safely cut spring steel. That said, if you absolutely cannot afford to do this properly, try ironing the boning to remove the twist, be very careful not to touch the iron on the plastic of course.
