That's why I'm able to have one, and I have hinge windows as well. It's still in the lease as not allowed, but they're required to have an exception for this, even if it's not written. For sealing the window, I use something akin to this: https://www.amazon.com/Gruntbear-Universal-Portable-Conditioner-Adhesive/dp/B09Q881Z75/ (I hate Amazon and don't even have an account with them anymore, but using their site was the quickest way to find what I'm talking about 😅) It won't be perfect, but it'll seal it 95% or so, well enough that it still works. With the way it zips up, you can put two of the hoses in it to have both an intake and a vent if the A/C you get is dual hose.
I'm not sure if this will work with your situation, but this is what I use. It's a little janky, but when you have windows that swing rather than slide it's the only option. And most importantly it works. Edit: Amazon link https://a.co/d/0e2e6Czk
