I have a question: is your bird eating millet as in the treat or a mix of millet and other seeds? I would try to get him off the treat as the seed mixes tend to be a bit better, although still not a balanced diet. I’ve had success with making birdie bread out of ground pellets, diluting with water in the morning, and pressing seeds inside. This helped my cockatiel have something familiar to eat while getting used to the taste of pellets. If it doesn’t work at first, try sprinkling more seeds on top. Cockatiels sometimes have trouble eating pellets from mixes meant for medium-small parrots because the pellets are too big. My cockatiel likes Mazuri’s pellets for ‘mini’ birds, which are the size of seeds: https://www.amazon.com/dp/B07Z45223D?ref=ppx_yo2ov_dt_b_fed_asin_title It’s not recommended to use pre-made birdie bread mixes- there are many easy recipes online. https://thehappycockatoo.wordpress.com/healthy-bird-bread-homemade-treats/I used this one and blended cooked pumpkin, carrots, and rice to make the bread appealing to my bird, using banana and egg as the wet binder and ground pellets as the base. You can bake seeds in, but I found that my bird preferred seeds pressed into the diluted bread. Hope you find success! Converting your bird to pellets is one of the best things you can do to help them live longer.
