This sub is for humans but I love cats. We are assuming that you have been given oxygen from your veterinarian. I know those Chambers online look to be between 350 and 2000 bucks. But I did see this one. It's relatively inexpensive. I'm sure there are videos out there about making your own using storage containers but I know you have to be super careful about the carbon dioxide.
