it's hard to tell for sure without dimensions, but it is most likely NOT suitable. enclosures need to have at least 800 sq inches (~2,030 cm) of unbroken floor space for dwarves, and at least 1,000 sq inches (2,500 cm) for syrians. two layers of floorspace don't really add to the total, because they are broken up. hamsters are NOT climbing species, so they don't really benefit from the height at all. enclosures also need to have enough unbroken height to hold at least 8 inches (20cm) of bedding, with at least an 8 - 12 inch (20cm - 30cm) wheel on top (size of wheel depends on species). cage recommendations: nitangel (wooden, large size only) bigger world: 890 sq inches, $250 bucastate (RECOMMENDED - metal is easy to clean - large only): 1,080 sq inch, $280 any fish tank that is over 800 sq inches for dwarves + 1,000 sq inches for syrians MY RECOMMENDATION is to ALWAYS look on facebook marketplace first for old cages. there is suprisingly a lot! and there are sooo many fish tanks on there for a quarter of retail price, and many for free. i found my $250 niteangel cage on facebook marketplace for only $150 and a five minute drive away!
