You would need to go higher than 13 feet above ground level at the least. 20-30 feet up might make some difference. At 60 miles for most of the transmitters, it's going to be possible, but you'll need to use an amplifier, and you may want to use something multi-directional, since there are transmitters in two different headings - you'll still have better luck with transmitters in the NW segment.
