If that's not enough noise isolation for you, find some comfortable earplugs (or maybe wear something like airpods?) in addition. I've also found noise cancelling headphones from Bose and Sony have really improved. They're not good enough if someone is using a leaf blower right outside your window, but if they're down the block from you, then they'll make it very manageable. A good hack for improving the comfort of wearing these for extended periods of time is to put a large, cotton handkerchief over your head, so that the corners fall just below your ears, and then put the headphones on over that. It needs to be large enough that it completely covers your ears. You lose a tiny bit of noise isolation, but the tradeoff is that you can wear them all day and that's definitely worth it! When I sleep, I run either an air purifier or a fan (sometimes both) next to my bed. That's sort of like a white noise machine, but with the added benefit of air purification or cooling.
