Black with the white tape is the other end of the red from the switch What is the red wire then? From what you describe, the power source for your switch appears to come from the ceiling box, therefore you only have a single switch leg coming back from the switch. The fact that you have a "ceiling hugger" also limits your options. Normally, I would suggest a canopy module and paired combo switch, but you can't use a canopy module with your fan from the looks of it. So, in my opinion, your best bet is to connect the black from the fan to full time power, and connect the blue from the fan to the switch leg... and obviously your neutral and ground which you do not show in the photo. This way, you have control of your light via the switch, and you can operate the fan via the pull chain.
