They can grow faster, yes! But since the plant was new to you and you don’t know the exact previous conditions it was in, plus the watering schedule the seller used was once a week, it’s good that you didn’t go too crazy with drenching it right off the bat. Hoya are very adaptable, they can survive getting dried out and they can thrive with more frequent watering, but when a plant is used to drought it needs to gradually transition to a substantial change in watering schedule otherwise it can cause root rot. I would start with light watering twice per week. You can achieve this by pouring water in for 3-5 seconds, until it’s coming out of the drain holes and then stopping. You can definitely give it more light, even some direct morning light is great. Fertilizer is a good idea too just don’t overdo it. Yes you can use orchid fertilizer for hoya!
