Definitely necessary. Water heaters can fall over in an earthquake. Also required by code. But strap kits aren't a big deal. As far as newsome is concerned, I lived in San Francisco when he was mayor and CA while he's governor. He leaves every place crappier than he found it. He's a billionaire with no real-world concept of money.
