I stumbled on this one that I was surprised to find doesn't seem to cycle noticeably on lower settings: OMEO Portable Induction Cooktop. It it goes to very low wattages. According to my wattmeter those wattages aren't 100% accurate, but if anything it draws less than what the screen claims. I originally got it because it was cheap and claimed to have a slightly larger chassis than others I checked out. I wanted to try swapping out it's coil for a larger one. Which worked, by the way. And yes, I checked the above behavior first, so it's not like the swap caused it. But it was a completely random find. I had a similar experience with a portable ceramic unit I tested, which also doesn't cycle at any temp.
