It's strange that you're not even getting power to the lights/ACC with a jump. How do the terminals look? And is there a fuse built in to one of the terminals? I'd be double verifying my jumpbox is charged, it's hooked up to the right terminals, and then adjusting the position of the jumper clamps on the terminals to make sure I don't just have a bad connection. If all that's good I'd start checking fuses, starting with the biggest main ones. For the window issue in the meantime, there's no way I know of to manually move the windows, but if youre willing to invest 20-30 bucks on a power probe, you could pop off the main window switch, unplug it, and power probe the corresponding pins on the connector to move the windows as needed.
