I searched for a while for something like this but wasnt able to find a mini cd binder like the binders that exist for regular cds. What I ended up doing to store by mini cds is buying spindles that stick on and sticking them to cardstock, album paper, or the outside of the cd envelope so I can put the mini cd on the spindle and display it in a regular cd binder without the mini cd sliding around in the slot. The white ring is just a silver reflection (you can see better in pic 2). Unless you mean these hubs? I use those on my digisleeves if a full tray doesn’t fit. I have a post about that here.
