They aren’t legally allowed to enter without 24-72 hrs notice, depending on which state you are in. He’s breaking the law. The only exception is extreme emergencies to life or property such as a fire or burst water pipes. You definitely need to speak to management. We have a keyless entry, too, so I bought one of those sticks that keeps intruders out to use when I’m home. It works great. Your guy sounds creep and his excuse doesn’t add up.
