I'd start with a basic kit so you can lean the fundamentals (basic parts, craftsmanship, parachute recovery, motor selection, etc.) There is a pretty low barrier to entry with a kit that includes all parts, instructions and recommended motors. From there you can venture into bigger and more powerful rockets, design your own, and go take it as far as you want! This website will have all the materials you need across different price points. It's not the only source out there but they do a very good job of explaining what their products do and have some instructional videos. When you get to the point of building high power rockets and or designing your own, I highly recommend this book.
